Public sector
Safe, compliant buildings for the services people rely on
Hospitals, GP practices, public-health facilities and transport hubs cannot simply close while maintenance takes place. JKS London delivers electrical compliance, maintenance and refurbishment in occupied public buildings, safely and with the documentation estates teams need.
Our public-sector and healthcare work has included Public Health England, Southampton General Hospital, London train stations and Riverside Medical Practice in Horsham. Each of these settings demands careful planning, strict adherence to site procedures and a clear audit trail.
We understand that in these buildings the priority is always the service: patient care, public health or keeping people moving. Our work is planned to support that priority, not compete with it.
Where we work
Public and healthcare settings
Hospitals and healthcare
Acute hospitals, clinics and GP practices where electrical systems support patient care and where work must respect clinical and infection-control requirements.
Public bodies and offices
Offices, laboratories and specialist facilities used by public agencies, including work for Public Health England, whose functions have since passed to the UK Health Security Agency and the Office for Health Improvement and Disparities.
Transport hubs
Busy London train stations, where works must be planned around passenger flows, operational railway rules and restricted working windows.
Occupied buildings
Compliance without interrupting the service
Most public buildings are in use for long hours and some never close. Our engineers are used to working in live environments where patients, staff and members of the public are present.
- Works planned with the estates or facilities team, with agreed access times, routes and work areas.
- Strict adherence to site permit-to-work, isolation and fire alarm isolation procedures.
- Supply interruptions avoided where possible, and otherwise phased and agreed in advance, with critical circuits identified before work starts.
- Work areas segregated and signed, with trailing leads and trip hazards controlled.
- Out-of-hours, night or weekend working for intrusive tasks.
- Clear communication with site staff before, during and after each visit.
The duties are the same as in any workplace. The Electricity at Work Regulations 1989 require electrical systems to be maintained to prevent danger, and the Regulatory Reform (Fire Safety) Order 2005 covers emergency lighting and fire precautions. In public buildings, the consequences of failure are higher and the scrutiny greater, so the way those duties are met has to be visible and well documented.
Healthcare guidance
Working to HTM 06-01 and healthcare standards
In NHS and healthcare premises, electrical work is guided not only by BS 7671 but also by Health Technical Memoranda. HTM 06-01: Electrical services supply and distribution (2017 edition) sets out guidance on the design, operation and maintenance of electrical infrastructure in healthcare buildings, and is intended to be read alongside BS 7671. Related guidance covers low-voltage electrical safety and the management of safe systems of work.
BS 7671 itself includes specific requirements for medical locations in Section 710, recognising that patients may be connected to medical equipment and that continuity of supply can be critical.
We take account of this guidance alongside each organisation’s own estates policies, authorised person arrangements and permit-to-work systems. Before work starts, we confirm who is authorising isolations and how affected areas, equipment and clinical teams will be managed.
Infection control
Infection-control-aware working
Construction and maintenance work can disturb dust and contaminants, which matters in any healthcare building and especially near vulnerable patients. We agree infection-control measures with the client before starting, taking account of the area’s use and any requirements from the infection prevention and control team.
Containment
Segregation of work areas, controlled access and dust suppression or extraction appropriate to the task and location.
Cleanliness
Clean tools and materials, waste removed promptly in closed containers and areas cleaned before handing back.
Timing
Works scheduled around clinics, theatre lists and patient activity, with intrusive tasks out of hours where possible.
Our Riverside Medical Practice case study describes working in an occupied GP practice. In larger hospitals, we also co-ordinate with the site’s own estates engineers so that our work fits within their planned programme.
Services
What we deliver for public-sector clients
Our full range of services is available to public-sector and healthcare clients, delivered by engineers who understand the procedures and sensitivities of these environments.
Fixed-wire testing
Periodic inspection and testing to BS 7671, planned in sections so that occupied areas and critical circuits are disrupted as little as possible, with clear reports and remedial schedules.
Emergency lighting and life safety
Emergency lighting testing to BS 5266 and support for fire alarm maintenance, so that escape routes in busy public buildings are always lit and alarms work as designed.
Security systems
Maintenance of CCTV, door entry and security systems that protect staff, patients, visitors and sensitive areas.
Refurbishment and minor works
Electrical, M&E and building fabric works, from small alterations to consulting rooms and offices through to larger refurbishment projects, phased around the service.
We also provide witness testing and consultancy to BS 7671, which can help estates teams verify the work of other contractors or prepare for audits.
Procurement
Ready for public-sector procurement
Public bodies need contractors who can demonstrate competence, financial responsibility and commitment to wider social value. We can provide the information buyers typically ask for when assessing suppliers and frameworks.
Accreditations
NICEIC-approved contractor, with CHAS and SafeContractor accreditation. See our accreditations page.
Insurance and health and safety
Insurance details, health and safety policies, risk assessments and method statements available for supplier assessments and tenders.
Social value
An extensive apprentice programme that develops local skills, and support for The Skills Pledge and the NSPCC. Learn more on our careers page.
Stable teams
Established in 2004, with staff retention of 99% in early 2020, so the people who learn your estate stay with it.
We are happy to complete supplier questionnaires, pre-qualification documents and framework applications, and to explain how our policies and procedures apply to your contract. Where a buyer has specific requirements for vetting, site inductions or reporting formats, we build them into our proposal from the outset rather than treating them as an afterthought.
Documentation
Asset registers and records you can rely on
Public-sector estates are audited, inspected and handed between teams. Accurate records are essential, both to demonstrate compliance and to make good decisions about future investment. Asset stewardship is one of our core services.
Asset registers
We record distribution boards, circuits, emergency luminaires and other assets in a structured register that can feed your CAFM or estates system.
Schematics
We produce or update distribution schematics so that isolations can be planned safely and faults traced quickly.
Certification
Every inspection, test and installation is backed by the appropriate certificate or report, with observations clearly coded and explained.
Change control
When works alter the installation, we update records and drawings so they reflect what is actually on site.
Planning
We turn findings into prioritised recommendations that help you plan budgets and capital programmes.
Our services include electrical compliance, planned and reactive maintenance, installations and refurbishment and facilities management.

FAQ
Frequently asked questions
Which public-sector and healthcare organisations have you worked for?
Clients named in our work include Public Health England, Southampton General Hospital, London train stations and Riverside Medical Practice in Horsham.
Do you follow NHS technical guidance in healthcare buildings?
Yes. In NHS and healthcare premises we work to BS 7671 and take account of Health Technical Memorandum guidance such as HTM 06-01 on electrical services, together with the estates team's own policies and permit systems.
How do you manage infection control during works?
We agree infection-control measures with the client before work starts, which can include dust control, segregation of work areas, cleaning regimes and timing works around clinical activity.
Can you support public-sector procurement and frameworks?
We are NICEIC approved and hold CHAS and SafeContractor accreditation, and we can provide the insurance, health and safety and quality information that buyers typically request. Our apprentice programme also supports social value commitments.
Will you provide asset registers and documentation?
Yes. Asset stewardship is one of our core services. We provide certificates, test results, asset registers and schematics, and help keep them current through change control.
